Annotation.
The article deals with the problems of the education system, the transfer of the baton
of culture and knowledge. Here proposed solution for exit from the crisis of modern education.

Renaissance and following ages were happy period when the development of man's spiritual world
far overtook his material needs, and then had a happy era of the development of society, culture, economy and education. Most likely, but it is the opposite, when, despite the development of the material world needs, there is degradation of the spiritual world. And then comes the Middle Ages - timelessness, truncates humanity back for centuries. I fear that we are on the threshold of this period and that require huge intellectual effort, so as not to step over.
Today many talk about the ecological crisis, on the country's transition to a model of "sustainable
development", of the economic crisis, and many other events of the same nature. All this is true - indeed mankind is facing a crisis, and not so much environmental as civilizational. And what happens in our country - only a fragment of this global process.
Quality of education determines the quality of today‘s life, 'cause the economic and spiritual
development of the country largely depends precisely on the quality of education.
Quality logic education is the science of the quality of education in all its diversity (quality of functioning and development of educational systems, the quality of training (educational) process, the quality of students, the quality of the teaching staff, etc.).
It is formed at the junction of a single science of education and science of the objects and
processes that are created by man and used in social practice – quality logic.
The quality of education is presented as an important backbone and driving factor in the social
circuit quality is largely determined by the quality of life in the future. Formation of "quality infrastructure" itself in the field of education: educational standards as standards of education quality, the mechanisms of accreditation, certification, licensing and certification of quality management systems in educational systems.
A qualitatization of market happens, which means a shift in the mechanisms of competition from
the price factor to the quality of the goods, from the quality of goods - to the quality of technology and quality of production, from the quality of production - to the quality of education, to the human quality, to the quality of public intelligence.
There was upper market competition among developed countries on the quality of the intellectual
resources of society and the quality of education. For the development of the modern world system of education intelligence is human resources and scientific and technical potential necessary.
Forecasting, planning and future building - is mediated by the qualitative characteristics of human
intelligence, and social intelligence. The quality of these functions is to a large extent determines the quality of human intelligence, and social intelligence. Ensuring their advanced formation and development in relation to the dynamics of scientific, technical, environmental and socio-economic development of society - the main task of modern education, especially higher education. This means that the education system should be implemented the principle of "living knowledge", i.e. knowledge, broadcasted in the educational process, should outpace its characteristics, potential, theoretical models, instrumental armament, maintenance of scientific and technological knowledge, "objectified knowledge" - knowledge, materialized in the art technologies, including social, environmental, administrative, economic technologies.
Therefore, the most important feature of the mechanism and the quality of education is the
mechanism of connection of the educational process and scientific research (the principle of unity of education and science).
Becoming a university tradition began in the Middle Ages. The first university was founded in
Bologna in 1088. It consisted of a number of schools - logic, arithmetic, grammar, philosophy, rhetoric. With the expansion of the range of issues to get up to the community, there were new disciplines. At the same time, scientists are increasingly becoming narrow professionals; getting worse and worse understood each other. The same happened with the technical education institutions, the original purpose of which - the apprenticeship. Many of them have turned to higher education. And in all higher educational institutions was one thing in common - Multidisciplinary, the pursuit of narrow specialization, the gradual loss of the universality of education. The development of science and technology in the twentieth century has acquired an entirely new character. This is not the scientific and technical revolution, but a process "with the aggravation". It is characterized by a rapidly increasing rate of innovation and technological restructuring, which means - changes in living conditions (and survival) not only individuals but also nations as a whole. By this turn into "stories of people" the existing education system is clearly not ready. So, we do not have time for the development of technology.
The following is a principle that should be taught not only the individual particulars as the ability
to learn new things and move away from the standards. In fact, because no one of us can say what specific skills needed by our employers in a rapidly changing world in 10-15 years? By understanding this principle came to teachers both in Kazakhstan and in other countries. The specialist must be above their craft and easy to switch to a new one. Standards
should be temporary and not born in the ministries, and where science is done. With this principle linked many objections. It is indeed not only debatable, but it is also very difficult to implement. And by teaching the body it makes quite complicated and, more importantly, the unusual demands. Strive to find a reasonable compromise between professionalism and breadth of view on the subject, on its inclusion in the "general picture of the world." The principle, which is universal for university education must be taught so as to facilitate the person's ability to absorb new things with which he will have to face. One of the most acute problems of modern education is the fighting against the growing information chaos. The widening scope and intensity of scientific and technological progress is very rapidly growing and the increasing of number of connections between people, especially between different areas of knowledge. But the amount of information that is in this case falls on the person grows many times faster. As a result, a necessary (but not only useful) information sink in chaos "noise", and modern methods of selection of information, that is, under the current education system is practically impossible to detect the desired signal, especially to interpret it.
And again, the right gear is not just relay the experience and knowledge, but also the relay
foresight! At the present rate of changes in living conditions, with an increase in the threat to the very existence of mankind it‘s can no longer rely solely on tradition and past experience. The task of the Collective Human Mind is to look beyond the horizon and to build its development strategy taking into account the interests of future generations. This applies, above all, a university education. For this is where the intelligence is forged, on which depends the future of the human race. There is planetary crisis of culture and education. A wave of ignorance, especially in administrative structures, gradually turns into a tsunami that can sweep away the remnants of education and culture.
